The Social Welfare Department (Idara ya Huduma na Ustawi) is UKUEM's frontline of compassion and community care, ensuring no member of the Zanzibar Muslim community is left without support in times of need guided by Islamic principles of solidarity.
Responsibilities include building relationships with local and international aid organisations, identifying families in hardship, providing disaster relief, running family counselling and child welfare services, and parenting programmes for fathers.
- Target: Increase needy people cared for in the community from 150 to 250 by Year 5.
- Target: Reduce marital conflicts and increase marriage engagement by 40% by Year 5.
- Strategic Activity: Establish community counselling units across Zanzibar.
